The 25th Hunger Games were the first Quarter Quell in Hunger Games history and were held 49 years prior to the start of the series. All that is known about these Games is that it was a Quarter Quell and the twist was that the districts had to choose their own tributes by voting. It is presumed in Catching Fire by Peeta that the victor is dead, as no tape of the Games was sent to Katniss and Peeta and only the tapes of living victors' Games were sent to them.
