The 25th Hunger Games was the first Quarter Quell in the history of the Hunger Games and was held 49 years prior to the Games won by Katniss Everdeen. All that is known about this Games is that it was a Quarter Quell and the twist was that the districts had to choose their own tributes instead of reaping them, to remind them that the rebels chose to sacrifice their children in the rebellion. Everdeen concludes by saying this must have been worse than being chosen in the reaping: being betrayed by your own neighbors. It is presumed in Catching Fire by Peeta that the victor is dead, as no tape of the Games were sent to Katniss and Peeta by Effie Trinket and only the tapes of living victors' Games were sent to them.
