There's a lot that is inaccurate with this map, according to the books, that is. How is district 11 in such a place, as it's supposed to be the district of agriculture. If you are suggesting that the weather in Alaska would be such whenever in the future the book takes place, then the Southern U.S. would be too hot to habitat.
District 12 is said to be in Appalachia, which is along the East Coast... This map was not thought well.
