Thresh's grandmother is a District 11 citizen. She has two grandchildren, Thresh and his sister. She most likely raised them.

She seemed proud of Katniss Everdeen for speaking up when she visited District 11 in the Victory Tour, and it seemed to help her slightly with the loss of Thresh. She smiles when Katniss gives her speech. Katniss was certain that she was shot, after hearing gun shots that she knew killed an old man, but was proven wrong by Seeder, as when Katniss asked Seeder before the start of the 75th Hunger Games, she answered "they are alive." Her current fate is unknown.
