Following each Hunger Games, the Capitol runs a Victory Tour featuring the victor (or victors) of the previous Games travelling around Panem. It begins in District 12 and then goes in descending order to District 1, followed by the Capitol. The winner's district is skipped and saved for last. Like the Games, the tour is televised.

Generally, those who go on the Tour are the respective victor(s) and his or her mentorescortprep team, and stylist

In The Hunger Games trilogy

After Katniss Everdeen and Peeta Mellark won, they attended the Victory Tour. The tour was very hard for Katniss to go through since she saw the family and friends of the tributes killed in the arena, some of them by her own hands, like Cato and Marvel.

In the districts

As a general rule, all the districts are supposed to act happy and cheerful at the victor(s), although many of them are very bitter and angry at the loss of their loved ones.

Designed to lower the districts' self-esteem and show off the power the Capitol has over them, the Tour is placed almost halfway between the annual Games in order to "keep the horror fresh and immediate".

District 11 was shown during the Victory Tour of Katniss Everdeen and Peeta Mellark. The District was shown to be very large, because the crowd facing the stage went back very far. Rue and Thresh were shown on animated holographic images. Thresh appeared to have two family members standing in front of his holographic image. They were his sister and grandmother. Rue's mother and four younger siblings were in front of hers. Peeta began his speech from cards Effie Trinket had given him, but quickly put them away and made his own speech, in which he declared that he and Katniss would donate one month of their winnings to the families of Thresh and Rue for the rest of their lives. An elderly man paid attribute to them by whistling Rue's four note mockingjay tune, and was promptly killed. This horrified both Katniss and Peeta.

District 8 was also shown during the Victory Tour of Katniss Everdeen and Peeta Mellark. The train they were riding on appeared to be heading through snowy and craggy terain. In District 8, Katniss and Peeta read their cards that Effie Trinket had given them this time. In the background of the District, a steel bridge could be seen along with snow. This could mean that District 8 is very urban, and cold as well. Both fallen tributes from District 8 were shown on the animated holographic images.

District 6 was shown very quickly on the Victory Tour of Katniss Everdeen and Peeta Mellark. Aircrafts were shown behind the stage, and Peeta Mellark said, "these tributes fought like brave warriors" in the 74th Hunger Games. A man and woman saluted them, and were quickly taken away by Peacekeepers.

District 4 was shown on the Victory Tour of Katniss Everdeen and Peeta Mellark. Here, a young girl approached Katniss and declared that when she got older, she wanted to volunteer for the Hunger Games just like Katniss did. Katniss looked horrified by this. The holographic animated image of the District 4 female was briefly shown, and the male's was narrowly out of the camera range.

District 3 was also shown on the Victory Tour of Katniss Everdeen and Peeta Mellark. The crowd yelled in vengeance and anger at them, while in the background, the fallen District 3 male's mother stood in front of his animated holographic image, while 4 family members stood in front of the District 3 female's. In the film, a woman shouts at Katniss desperate for rebellion, shouting "Tell us what you really think!" Katniss still reads from the card though, saying "Panem today, Panem tomorrow, Panem forever," clearly written by her escort, Effie Trinket.

Victory speech

The victor(s) would give a speech in each district.. The speech is about their victory, but in Katniss and Peeta's case, they are the beginning of the uprising. In District 11, Katniss gives an additional speech on Thresh and Rue. This sparks an uprising of sorts, and results in the death of at least one person.

Capitol appearance

The Capitol appearance is supposed to be a huge dinner with dancing and throwing up your dinner to eat more food. It is supposed to be the grandest of all the celebrations in the Victory Tour. In Katniss and Peeta's Capitol appearance, Plutarch Heavensbee gives Katniss a small clue about the Quarter Quell's arena by showing her his watch that briefly flashes a picture of her mockingjay pin.

Victor's interview

Capitol appearances kick off with a televised interview with the victor(s), conducted by Caeser Flickerman.

Victory dinner

After the interview, the victor(s) and their team are treated to an expensive ball-style dinner at President Snow's Mansion.

Celebration dinner

Once the tour reaches the victor's home district, a large dinner is held on the last day of the Harvest Festival, which all of the district's residents attend. In the poorer districts, it's a much-needed chance for people to fill their stomachs.
